Andhra Pradesh government to revive old layouts without development charges, ET RealEstate


VIJAYAWADA: The state govt has announced a significant relief for realtors by deciding to revive old layouts without collecting development charges. This move is expected to benefit around 870 promoters who had proposed to develop real estate ventures on over 8,500 acres of land. The old layout permissions had been pending with the govt due to the failure of payment of development charges.

According to the rules, the development of any layout should be completed within three years of taking the Initial Layout Permission (LP) number. However, many realtors had failed to meet this deadline, and the urban development authorities had been demanding payment of both layout fees and development charges, which had become a burden for the realtors.

The realtors had approached the municipal administration minister, Dr. P Narayana, and requested him to resolve the issue. They agreed to pay the layout fees but sought a waiver from the second-time payment of development charges, which they considered a duplication of charges. The minister directed the officials to study the issue.

The director of town and country planning Vidyullatha in her report explained that about 870 layouts to an extent of 8,509 acres need to be re-validated and these are approved way back between 2 years and 20 years. She suggested the govt to issue necessary orders so as to dispose of all the revalidation of old layouts in a time bound manner duly collecting the applicable fees and charges along with the penalty for the delayed period, as fixed by the govt as a one-time relaxation.

Subsequently, the state govt constituted a committee for studying the issue and suggest penalty. Based on the report, the state govt has decided to revalidate the layouts term by collecting the layout fee. However, the govt has waived off developed charges from the old layouts to avoid further financial burden.
