Blackout plates will be available for standard passenger vehicles and motorcycles. The one-time fee for the plates is $40, and an optional personalization fee is $45.50. There is an almost $50 annual royalty fee, which will go to the License Plate Replacement Fund and will be used by the Department of Revenue to replace deteriorated license plates.
